Associated crafts

Associated crafts are regulated professions or craft occupations for which certain conditions must be met. The conditions apply equally to the associated crafts on this list.

First option - FREEDOM TO PROVIDE CROSS-BORDER SERVICES
 
If you are already established in any EU/EEA state, you are free to provide services on an occasional and temporary basis, without the obligation to register a company in Croatia.
 
In this case, an e-statement is sent via e-mail to the regional administrative authority, along with the following photographed or scanned documents:

• Proof of registration of an establishment in another EU/EEA state
• Proof that there is no prohibition of practicing the profession

 
Second option - FREEDOM OF ESTABLISHMENT
 
If you are already established in any EU/EEA state, you are free to provide services on a permanent basis by means of an establishment and by submitting the following documents:
 

• Completed form (unless the application is submitted electronically to START Plus or e-Obrt)
• Proof of qualifications (professional competence exam, certificate of vocational secondary education, or master craftsman certificate)
• Proof of complying with special health conditions (if this is required under special law)
• Proof of right to use premises (when premises are required for conducting a craft business)
• Copy of a travel document, registration of residence in Croatia, or a copy of an identification card (in the event of a permanent residence (for foreigners))
• Preference, i.e., a licence, permit, approval, or similar, issued by a competent authority

 
Recognition of qualifications 
 
Application for recognition of foreign professional qualifications of a master craftsman and of certain components thereof is submitted to START Plus or pisarnica@mingo.hr

• proof of foreign professional qualifications
• proof of passed exams
• list of requirements/criteria to take the exam
• official study plan of the passed exams
• proof of EU/EEA citizenship
• CV in the Croatian language
• Proof of payment of the administrative fee (or proof of exemption from paying administrative fees)

Deadline: 90 days
 
Legal remedies
 
The decision may not be appealed; however, administrative proceedings may be initiated before the Administrative Court of the Republic of Croatia, which has territorial jurisdiction, within 30 days of the decision. Submissions may be delivered directly in writing or by post as a registered letter, or via an oral presentation recorded in the form of minutes at the Administrative Court of the Republic of Croatia, which has territorial jurisdiction.
