For entry into the Register of Authorized Architects, a person who obtained their educational qualification in the Republic of Croatia shall submit:
• A copy of a valid identity card and/or passport
• Proof of the obtained educational qualification (a copy of the diploma proving completion of an appropriate undergraduate and graduate university study programme or an integrated undergraduate and graduate university study programme in the field of architecture and acquisition of the academic title Master of Engineering, or completion of an appropriate specialist graduate professional study programme in the field of architecture and acquisition of the professional title Professional Specialist Engineer, provided that at least 300 ECTS credits were obtained during the entire course of study, or that the appropriate level of education in the field of architecture was obtained in another manner as prescribed by special regulations)
• Proof of work experience (electronic record of data registered in the central records of the Croatian Pension Insurance Institute)
• A list of professional tasks, proven by: an employer’s certificate for whom the applicant performed the tasks, or a list of tasks certified by an authorized architect under whose supervision the applicant performed tasks as a design associate and/or supervising engineer associate. The list of professional tasks or the employer’s certificate shall include a chronological list and description of tasks performed by the applicant up to the date of submission of the application. For each task listed chronologically, appropriate proof of completion of the task shall be enclosed (for example, a copy of the decision on appointment as a project associate, title pages of projects signed and certified by the responsible designer showing the design associates, etc.)
• A copy of the Certificate of Passing the Professional Examination for Performing Construction Activities - Participants in Construction
• A photograph in digital format (ID photo size, 300 dpi resolution, 500 × 400 px)
• Proof of payment of the procedural costs in the amount determined by the Decision on Administrative Fees of the Croatian Chamber of Architects (HKA)
For entry in the class of auditors, a person who has acquired a professional qualification in the Republic of Croatia, instead of the decision on the recognition of professional qualification, shall submit data on work experience prescribed by the Ordinance on entry in the class of auditors (OG 50/20).

Legal remedies
You may submit a complaint within 15 days from the date of delivery of the decision.
The complaint shall be submitted to:
The competent Chamber will reject the complaint (if it is untimely), will replace the contested decision with a new one (if the complaint is partially or fully founded) or will submit the complaint to the Ministry of Physical Planning, Construction and State Assets.
The Ministry may reject the complaint, annul the decision in part or in full, or amend it.
The decision of the Ministry shall be delivered to the party through the Chamber no later than 60 days from the submission of a proper complaint.
No appeal may be lodged against the decision of the Ministry, but an administrative dispute may be initiated with the competent Administrative Court of the Republic of Croatia within 30 days of receipt of the decision.

- attestation that the right to pursue professional activities has not been revoked (certificate of the competent body of the state of establishment)
- evidence of formal qualifications/professional qualification
- evidence that the candidate has pursued the profession for at least one year during the previous ten-year period, where the profession in the state of establishment is carried out without a specific authorisation or where the education and professional training leading to that profession is not regulated
- data on professional liability insurance valid in the territory of the Republic of Croatia/EU
- proof of paid fee
If an EU certificate is submitted, the following shall not be submitted:
- evidence of establishment in another EU/EEA state (if applicable)
- attestation that the right to pursue professional activities has not been revoked (if applicable)

If you are established in another EU/EEA state, as a natural or legal person you have the freedom to provide services on a permanent basis in the Republic of Croatia, with the registration of establishment.
Construction and/or execution of construction works may be done by a legal person or natural person - craftsman (hereinafter: the contractor) if it:
- is registered for the performance of the construction activity, or for the performance of individual works
- has a site engineer and/or a works manager in its employment, or a manager of less complex works, depending on the works it performs
- ensures that the construction and/or other works carried out on the construction work are performed by a person with appropriate professional qualifications
- is insured against liability
A site engineer and/or works manager is a person who has completed an undergraduate university or professional study of architecture or civil engineering or electrical engineering or mechanical engineering, who has acquired at least 180 ECTS credits and has passed the professional exam. The manager of less complex works is:
- a person who has completed secondary school with the programme for a technician in the architectural or civil engineering or electrical engineering or mechanical engineering profession who has at least five years of work experience in the profession and has passed the professional exam
- a person who has passed the master craftsman exam in the field of construction or a person who has the right of entry or has obtained an entry in the crafts and trade register to perform the activity for which the master craftsman exam in the field of construction is required
Activities of design and/or professional supervision of construction may be performed by a certified architect/ certified engineer.
Activities of design audits may be performed by a certified civil engineer with at least ten years of work experience in the design of statically complex structures in the field of design audits, who submits data on work experience prescribed by the Ordinance on entry in the class of auditors (OG 50/20).
Activities of professional supervision of construction and/or design or design audits may be performed by:
• a legal person
• a sole-practice office
• a joint-practice office
A legal person may perform the activity of professional supervision of construction and/or design or design audits if it:

Legal remedies
You may submit a complaint within 15 days from the date of delivery of the decision.
The complaint shall be submitted to:

- Croatian Chamber of Civil Engineers, Ulica grada Vukovara 271, 10000 Zagreb or at info@hkig.hr for the civil engineering profession
- Croatian Chamber of Electrical Engineers, Ulica grada Vukovara 271, 10000 Zagreb or at elektroinzenjeri@hkie.hr for the electrical engineering profession
- Croatian Chamber of Mechanical Engineers, Ulica grada Vukovara 271, 10000 Zagreb or at info@hkis.hr for the mechanical engineering profession
The competent Chamber will reject the complaint (if it is untimely), will replace the contested decision with a new one (if the complaint is partially or fully founded) or will submit the complaint to the Ministry of Physical Planning, Construction and State Assets.
The Ministry may reject the complaint, annul the decision in part or in full, or amend it.
The decision of the Ministry shall be delivered to the party through the Chamber no later than 60 days from the submission of a proper complaint.
No appeal may be lodged against the decision of the Ministry, but an administrative dispute may be initiated with the competent Administrative Court of the Republic of Croatia within 30 days of receipt of the decision.
