Freedom to provide services means that citizens from other EU/EEA countries in many activities and professions can provide services on an occasional and temporary basis, without the obligation to register a business establishment in Croatia.

Recognition of qualifications for regulated professions is subject to mutual recognition in the internal market, which applies to EU/EEA citizens.

Running a business is also regulated by horizontal obligations in many areas.
