Libraries
Private libraries may be legal entities or organizational units of an institution or other legal entities.
A private library may be established by citizens of the Republic of Croatia, the EU/EEA and third countries.
To establish a library, the following conditions must be met, or rather, evidence must be provided that it has:

Authorization
The decision on the existence of the conditions for establishing a library is issued by the Ministry of Culture and Media based on a report from the library performing development and advisory activities.
Deadline for obtaining: 30 days from the date of submission of the application.
Legal remedies
An administrative dispute may be initiated against the decision by filing a lawsuit before the competent administrative court within 30 days of receiving the decision.

- working resources
- professional librarians are employed, as confirmed by a written statement
