First option - FREEDOM TO PROVIDE CROSS-BORDER SERVICES
If you are established in another EU / EEA state, you have the freedom to provide services on an occasional and temporary basis, without the obligation of establishment in Croatia, mandatory membership in professional body and without a prior check.
An online declaration is sent at
pisarnica@mints.hr along with a photo or a scan of the following documents (signed, without a stamp). The service can be provided by fulfilling the conditions for business establishment (Second option).
Second option - FREEDOM TO ESTABLISH
If you are established in EU/EEA state, you as physical or legal person, have freedom to provide services on a permanent basis in Croatia, if you register an establishment in Croatia and submit the following documents i.e. fulfil the following conditions:
Information on the start of the rent-a-car services should be accompanied by information on:
- business entity, OIB and registered office
- address of each business premise in which services are provided
- have all vehicles registered and insured pursuant to special regulations governing registration and insurance, including the driver and traveler accident insurance
- have at least one business premise, which may be: a branch office furnished and equipped for the reception of travelers, a kiosk in which or from which services are provided or business premises from which services are provided (ticket-office) or a booth if situated in facilities intended to be used for commercial activities, hotels, fair grounds, train or bus stations or terminals used for the provision of public land, sea or air transportation services and similar
- have ensured parking spaces for vehicle handover
- conclude a vehicle rental contract with the traveler, which shall contain details on the service provider and service user, the rented vehicle, anticipated duration of rental, rights and obligations of parties, keep register of concluded contracts through Central Registry
- inform the traveler of the general conditions for vehicle rental and put them at the disposal in written form, in Croatian and/or English language
