Free movement of goods

Free movement of goods implies an area without internal borders within the EU/EEA, where trade between Member States is not burdened by unjustified restrictions or customs barriers.

The CE marking confirms that a product meets the essential requirements for consumer safety, health, or environmental protection in accordance with EU technical regulations, so-called harmonized rules for products. Technical documentation is required to prove that the product complies with the essential requirements and so that the product can be CE marked.

There are also national rules (non-harmonized or non-harmonized rules) that must be notified at the EU level (through TRIS) before they enter into force, to prevent technical trade barriers.

For products that are not covered by EU technical legislation, the principle of mutual recognition applies, which means that if trade barriers are lawfully placed on the market of one Member State, other Member States may not legally require the same products to adapt to the rules of another country - except in cases related to the protection of human health or the environment.
