FREEDOM OF ESTABLISHMENT
If you are already established in any EU/EEA state, you are free to provide services as natural and legal persons on a permanent basis in Croatia by means of an establishment in Croatia, provided that you submit completed documents (photographed or scanned) at the e-
Service Regulated professions under the competence of the Ministry of the Interior:
- proof of qualification for driving instructor
- proof that the category B driving license has been held for at least three years (copy of driver's license)
- valid driving instructor license (if issued)
- fee receipt (via online banking)
- copy of an ID
- copy of the personal identification number certificate (OIB)
- certificate of medical fitness for a driving instructor (issued in the Republic of Croatia)
- 24 years of age
- applicant’s photography.
Note: The photography must be submitted by post or in person to the following address: Ministry of the Interior, Police Directorate, Traffic Police Service, 10000 Zagreb, Ilica 335, and the photograph of the applicant must be 30 mm x 35 mm in size, must faithfully depict the applicant, and must not be retouched or made with self-photographing equipment, but must be made on thin photo paper and in color.
The applicant is required to submit the previously issued license in physical form to the address Ministry of the Interior, Police Directorate, Zagreb, Ilica 335.
Qualification recognition
The Agency for Vocational Education and Adult Education, Garićgradska ulica 18, Zagreb, e-mail: ured@asoo.hr, is responsible for evaluating foreign educational qualifications for driving instructors in driving schools for the purpose of accessing the labor market.proof of driving instructor qualifications

Proof of knowledge of the Croatian language (in case of application based on recognition of foreign educational qualification)
Certificate of no criminal record issued by the competent authority (in case of application based on recognition of foreign educational qualification)

Time limit for obtaining the license: 30 days for the license; 90 days in the event of qualification verification
Legal remedy
The decision may not be appealed, but an administrative dispute may be initiated before the administrative court having territorial jurisdiction within 30 days of the decision. The administrative dispute is initiated by a complaint, and the procedure is conducted thereafter. Normally, a hearing is scheduled with the complainant and the respondent. If dissatisfied with the judgement or decision, the complainant may appeal to the High Administrative Court of the Republic of Croatia.
