Free allowances allocation for the period 2026-2030

First option - FREEDOM TO PROVIDE CROSS-BORDER SERVICES
 
If you are established in EU/EEA state, you have freedom to provide services on temporary and occasional basis, without obligation of establishment in Croatia, mandatory membership in professional body and without a prior check.
 
An online declaration is sent at pisarnica@mzozt.hr or ets-postrojenja@mzozt.hr along with a photo or a scan of the following documents (signed, without a stamp):
 
Request for free allocation of emission allowances (form) accompanied by the documents below
• report on reference data
• Monitoring Methodology Plan
• Verification report on report on the reference data and the plan for the monitoring methodology
 
If EU/EEA nationals do not provide the required documents, a competent authority will check their data via the Internal Market Information System (IMI).
 
 
Second option - FREEDOM TO ESTABLISH
 
If you are established in EU/EEA state, you as a physical or legal person have freedom to provide services on a permanent basis in Croatia, if you register an establishment in Croatia and submit the following documents, i.e. fulfil the following conditions:
• Request for free allocation of emission allowances (form) accompanied by the documents below
• report on reference data
• Monitoring Methodology Plan
• Verification report on the reference data and the plan for the monitoring methodology
 
If EU/EEA nationals do not provide the required documents, a competent authority will check their data via the Internal Market Information System (IMI).
