Monitoring Plan for Greenhouse Gas Emissions in Maritime Transport (EU)

Shipping companies shall submit, for each of their ships falling within the scope of Regulation (EU) 2015/757 and its amendments, a greenhouse gas emissions monitoring plan to the competent administering authority for approval.
 
First option - FREEDOM TO PROVIDE CROSS-BORDER SERVICES
 
If you are established in EU/EEA state, you have freedom to provide services on temporary and occasional basis, without obligation of establishment in Croatia, mandatory membership in professional body and without a prior check, by sending documentation at pisarnica@mzozt.hr or ets-pomorstvo@mzozt.hr.
 
  •  Request for Approval of the plan for monitoring and reporting on greenhouse gas emissions from maritime activities
  • Submission of a greenhouse gas emissions monitoring plan for a ship with a gross tonnage (GT) of 5,000 or more, provided that the ship calls at at least one EU port
  • If the ship is not owned by the company, proof of the assumption of responsibility for the management of the ship from the shipowner
  • Annual emissions report per ship and a consolidated report at the company level, provided that, for each calendar year, the condition of at least one call at an EU port is fulfilled
  • The documentation shall be submitted via the Union information system - THETIS MRV (EMSA)
 
Second option - FREEDOM TO ESTABLISH
 
If you are established in EU/EEA state, you as a physical or legal person have freedom to provide services on a permanent basis in Croatia, if you register an establishment in Croatia and submit the following documents at pisarnica@mzozt.hr or ets-pomorstvo@mzozt.hr and fulfil the following conditions:
 
  •  Request for Approval of the plan for monitoring and reporting on greenhouse gas emissions from maritime activities
  • Submission of a greenhouse gas emissions monitoring plan for a ship with a gross tonnage (GT) of 5,000 or more, provided that the ship calls at at least one EU port
  • If the ship is not owned by the company, proof of the assumption of responsibility for the management of the ship from the shipowner
  • Annual emissions report per ship and a consolidated report at company level, provided that, for each calendar year, the condition of at least one call at an EU port is fulfilled
  • The documentation shall be submitted via the Union information system - THETIS MRV (EMSA).
