First option - FREEDOM TO PROVIDE CROSS-BORDER SERVICES
If you are established in EU/EEA state, you have freedom to provide services on temporary and occasional basis, without obligation of establishment in Croatia, mandatory membership in professional body and without a prior check.
An online declaration is sent at
pisarnica@mzozt.hr or
ets2@mzozt.hr, along with a photo or a scan of the following documents (signed, without a stamp):
Application for a permit for greenhouse gas emissions (form) to which the following documents are attached:
• description of the regulated entity
• types of fuels it releases for consumption and which are used for combustion and the means by which it releases those fuels for consumption
• end use or end uses of the fuels released for consumption
• measures planned for monitoring emissions and reporting
• non-technical summary of information on fuel types, fuel end uses and planned monitoring and reporting measures
• monitoring plan
If EU/EEA nationals do not provide the required documents, a competent authority will check their data via the Internal Market Information System (IMI).
Second option - FREEDOM TO ESTABLISH
If you are established in EU/EEA state, you as a physical or legal person have freedom to provide services on a permanent basis in Croatia, if you register an establishment in Croatia and submit the following documents, i.e. fulfil the following conditions:
Application for a permit for greenhouse gas emissions (form) to which the following documents are attached:
• description of the regulated entity
• types of fuels it releases for consumption and which are used for combustion and the means by which it releases those fuels for consumption
• end use or end uses of the fuels released for consumption
• measures planned for monitoring emissions and reporting
• non-technical summary of information on fuel types, fuel end uses and planned monitoring and reporting measures
• monitoring plan
If EU/EEA nationals do not provide the required documents, a competent authority will check their data via the Internal Market Information System (IMI).
