Legal entities and tradesmen who import, export, or place on the market ozone-depleting substances and/or fluorinated greenhouse gases must be registered in the Register of Legal Entities and Tradesmen Dealing with the Import/Export or Placing on the Market of Ozone-Depleting Substances and/or Fluorinated Greenhouse Gases.
First option - FREEDOM TO PROVIDE CROSS-BORDER SERVICES
If you are established in EU/EEA state, you have freedom to provide services on temporary and occasional basis, without obligation of establishment in Croatia and without a prior check. The following conditions must be fulfilled, which are the same as for established persons, except that you just send an online declaration at

e-Usluga, along with a photo or a scan of the following documents (signed, without a stamp):
Second option - FREEDOM TO ESTABLISH
If you are established in EU/EEA state, you as a physical or legal person have freedom to provide services on a permanent basis in Croatia, if you register an establishment in Croatia and submit the following documents, i.e. fulfil the following conditions:
- Legal entities and tradesmen are registered for the performance of activities of import/export and placing on the market of Ozone-Depleting Substances and/or Fluorinated Greenhouse Gases.

If EU/EEA nationals do not provide the required documents, a competent authority will check their data via the Internal Market Information System (IMI).
