Regional self-government in Croatia consists of 20 counties and the City of Zagreb. For certain service activities, you must also contact the regional self‑government authority in the territory where you intend to provide services.
For example, submitting an application to meet the minimum technical requirements is necessary for service activities in the fields of retail trade, hospitality, tourism, and others.
In the context of the fundamental rules of the internal market (EU/EEA) and the transposed provisions of the national
Services Act (Arts. 1, 2, 5, 14 and 15), for many service activities, including those mentioned above, two options are in practice guaranteed throughout the territory of the Republic of Croatia:
First option -
freedom to provide cross-border services - no mandatory establishment or registered activity in Croatia, provided you have EU/EEA proof of registration and you provide services on an occasional and temporary basis rather than on a permanent basis. In this case, a declaration is submitted to the competent regional self‑government authority by email only.
Second option -
freedom of business establishment - the obligation to register an establishment and activity in Croatia, which applies to Croatian nationals, EU/EEA nationals who provide services on a permanent basis, and all third‑country nationals. In this case, no declaration is submitted.
- In both cases, the service provider must submit an application for minimum technical requirements (or a complaint relating to the above) to the competent administrative department for the economy.
