FREEDOM TO ESTABLISH
If you are established in another EU/EEA state, you as a legal person have freedom to provide services on a permanent basis in Croatia, if you register an establishment in Croatia and submit the following documents, i.e. fulfil the following conditions:
1. For new cableway installation:
- permission for the use of the cableway installation
- safety report for cableway installation
- EU declaration of conformity and the other documents relating to the conformity of subsystems and safety components according to Regulation (EU) 2016/424
- documentation concerning the characteristics of the cableway installation, which includes the necessary conditions, including the restrictions on operation, and full details for servicing, supervision, adjustment and maintenance of the cableway installation
- proceeding on the first professional and technical inspection of the cableway installation
- maintenance instructions and maintenance plan for cableway installation for the next period of one year
- concession agreement for the economic use of a public or other good for which the law determines that the good is of interest to the Republic of Croatia
2. For cableway installation at work:
- proceeding with the annual professional and technical inspection of the cableway installation
- confirmation of the completed maintenance program for the previous year
- maintenance plan for the next period of one year (how long is the approval period)
- EU declaration of conformity and the other documents relating to the conformity of subsystems if important characteristics, subsystems or safety components
- concession agreement for the economic use of a public or other good for which the law determines that the good is of interest to the Republic of Croatia
A request for the authorisation of cableway installations is submitted to
infrastruktura.zeljeznice@mmpi.hr along with the above mentioned documents.

Deadline: 30 days
Legal remedies
No appeal is allowed against the approval for the operation of the cable car, but an administrative dispute may be initiated with the Administrative Court of the Republic of Croatia within 30 days from the date of delivery of the approval.
