First option: FREEDOM TO PROVIDE CROSS-BORDER SERVICES
If you are established in EU/EEA country, you have freedom to provide services on temporary and occasional basis, without obligation of establishment in Croatia.
An online declaration is sent in the mentioned case directly to the competent authority at
info@hksp.hr, along with a photo or a scan of the following documents:
- proof of establishment in an EU/EEA country; proof that the provision of the service is not prohibited; proof of having provided the service for at least two of the previous ten years;
- proof of professional qualifications;
- insurance information.
If EU/EEA nationals do not provide the required documents, a competent authority will check their data via the Internal Market Information System (IMI).
Second option: FREEDOM TO ESTABLISH
If you are established in EU/EEA country, you as a physical or legal person have freedom to provide services on a permanent basis, provided that you register an establishment and submit the following documents:
- proof of qualifications
- professional exam
- membership in a professional chamber (registry fee: EUR 50.00 and annual fee: EUR 10,00)
- professional experience
- information on insurance
- proof of payment of fee (online banking)
If EU/EEA nationals do not provide the required documents, a competent authority will check their data via the Internal Market Information System (IMI).
Recognition of qualifications
A request for recognition of qualifications is submitted to
info@hksp.hr along with the following documents:
- proof of citizenship
- proof of qualification
- proof of payment of the costs of the proceedings (EUR 400.00 for EU/EEA/CH, and EUR 550.00 of a third country).
Fees
EUR 50.00 for registration
EUR 10.00 for a monthly Chamber’s membership fee
EUR 400.00 recognition of foreign professional qualification EU/EGP/CH
EUR 550.00 recognition of a foreign professional qualification for third countries
Fees for taking the professional examination, if such an examination is required

Legal remedies
No appeal is allowed against this decision, but an administrative dispute may be initiated by a lawsuit before the locally competent Administrative Court of the Republic of Croatia (Zagreb) within 30 days from the date of delivery of this decision.
