Real estate brokerage
First option - FREEDOM TO PROVIDE CROSS-BORDER SERVICES
If you are already established in any EU/EEA state, you are free to provide services as a natural or legal person on occasional and temporary basis, without obligation to register a company or craft business in Croatia. You need to send an e-statement at nekretnine@mingo.hr.
Additionally, for a natural person acting as an agent, there is no obligation to take the exam, provided that the exam was passed in an EU/EEA Member State and that the profession is regulated there.
Second option - FREEDOM OF ESTABLISHMENT
If you are already established in any EU/EEA state, you are free to provide services as a natural (a craft business) or a legal person (a company) on a permanent basis by means of an establishment in Croatia for this business activity, but only with the registration of a business establishment for this activity in Croatia (opening an appropriate form of branch, company or craft business and registering the real estate brokerage activity) and by submitting the following documents, where certain options exist:
- request via e-Service or filling out the request form (under Dokumenti): 1. the application for the Register of Real Estate Agents must be completed; 2. the request for the Directory of real estate agents should be completed if the agent was not previously registered
- If a request is submitted for the Directory of real estate agents, i.e. for an agent as a natural person, proof of having passed the professional exam or filling out the EPC card must be submitted and in addition, proof of at least secondary vocational education must be submitted.
- full-time employment contract with at least one real estate agent, therefore, evidence on full-time employment obtained from the Croatian Pension Insurance Institute
- liability insurance policy - minimum insurance amount: EUR 26 544.56 per claim, i.e. EUR 79 633.69, for all claims per insurance year; insurance policies from other EU/EEA countries are also valid
Notification and documents are sent once a year via Digital Chamber (for the registered users) or at nekretnine@hgk.hr. The notification needs to reconfirm fulfilment of legal requirements for provision of the service by means of the employment contract with a licensed real estate agent or another evidence on full-time employment, and an insurance policy contract concluded with an insurance company.

Legal remedies
The decision may not be appealed, but administrative proceedings may be initiated before the Administrative Court of the Republic of Croatia having territorial jurisdiction, within 30 days of the decision. The High Administrative Court in Zagreb has jurisdiction as a Court of Audit (of second instance).
