Taxi transport

First option - FREEDOM TO PROVIDE CROSS-BORDER SERVICES
 
If you are established in any EU/EEA state, you are allowed to bring passengers from the Member State of establishment, without the right to embark passengers on return.
 
In other cases, registration of establishment is required - information below.
 
Second option - FREEDOM OF ESTABLISHMENT
 
If you are established in any EU/EEA state, you are allowed to provide services on a permanent basis in the Republic of Croatia, with the registration of an establishment in Croatia and obtaining a licence for providing taxi transport services, including an authorisation from the city or municipality in the territory of which you intend to provide the transport service. The licence for providing taxi transport services is issued upon receipt of an application submitted electronically to the competent administrative authority in the county or the City of Zagreb. In addition to the application, it is necessary to submit the following documents:
 
  • proof of registration or registration of activities - due to the simplicity of the procedure, it is proposed to present the proof; if such proof is not presented, the competent authority will carry out verification ex officio, i.e., for EU/EEA nationals via the Internal Market Information System (IMI)
  • copies of vehicle licences for the vehicles to be operated
  • proof of passed examination of professional competence as a transport manager
  • proof of financial standing - valid insurance policy for all occupants of the vehicle
  • proof of compliance with the conditions of good repute - an extract from the criminal records registry or an appropriate attestation of compliance with those conditions, issued by a competent judicial or administrative authority in one or more Member States where the transport manager or any other relevant person previously resided
  • proof of payment of the administrative fee.

  1. Authorisation fee for the city or municipality in the territory of which the transport service by taxi is to be provided.
 
The amount of the fee depends on the city or municipality and the number of vehicles for transport services.
The maximum authorisation fee may not exceed one tenth of the average monthly net salary paid in legal entities in local self-government units or the City of Zagreb for the last month for which data were published, and which precedes the submission of an application for obtaining the authorisation.

Authorisations
 
Licence to provide transport of passengers by taxi
 
Time-limit to obtain the licence: 30 days (from the day of receiving an orderly application with the required documents)
 
Authorisation for transport by taxi
 
Time-limit to obtain the licence: 15 days (from the day of receiving an orderly application)
 
Authorisation by the city or municipality in the territory of which taxi transport services are provided, under the condition that the licence to provide taxi services in the territory of the Republic of Croatia is obtained.
 
There is no limitation on the number of authorizations for taxi transport.
 
If the authorisation is not granted within the stated deadline, the Ministry of the Sea, Transport and Infrastructure will issue a decision within the next 15 days.
 
The driver may only keep a copy of the authorisation in the vehicle, instead of a mandatory original.
 
Legal remedies
 
In the process of issuing a licence for taxi transport, an appeal against the decisions of the administrative body of the county or the City of Zagreb is filed with the Ministry of the Sea, Transport and Infrastructure at uprava-ceste@mmpi.hr.
 
Time-limit for settling the appeal: 60 days.
 
In the event of a negative decision on granting the authorisation for a particular city or municipality, an appeal is filed with the Ministry of the Sea, Transport and Infrastructure at uprava-ceste@mmpi.hr.
 
Time-limit for settling the appeal: 15 days.
