The recovery, leak checking, installation and maintenance of refrigeration, air-conditioning equipment and heat pumps
The recovery, leak checking, installation and maintenance of refrigeration, air-conditioning equipment and heat pumps that contain ozone-depleting substances or fluorinated greenhouse gases or rely on them, and of equipment using alternative substances (ammonia, carbon dioxide or hydrocarbons).
First option - FREEDOM TO PROVIDE CROSS-BORDER SERVICES
If you are established in EU/EEA state, you have freedom to provide services on temporary and occasional basis, without obligation of establishment in Croatia and without a prior check. The following conditions must be fulfilled, which are the same as for the Freedom to establish option.
An online declaration is sent at pisarnica@mzozt.hr, serviseriklima@mzozt.hr or by e-Usluga, along with a photo or a scan of the following documents (signed, without a stamp):
Second option - FREEDOM TO ESTABLISH
If you are established in EU/EEA state, you as a physical or legal person have freedom to provide services on a permanent basis in Croatia, if you register an establishment in Croatia and submit the following documents, i.e. fulfil the following conditions:

Permit/Decision authorising the performance of recovery, leak checking, installation, servicing, maintenance and decommissioning of refrigeration, air-conditioning equipment and heat pumps containing ozone-depleting substances or fluorinated greenhouse gases, and of equipment using alternative substances (ammonia, carbon dioxide or hydrocarbons).
Deadline: 30 days

- copy of the certificate of passed professional examination for persons carrying out the recovery, leak checking, installation, servicing, maintenance or decommissioning of equipment)
- Signed application for the issue or renewal of the permit/authorisation
- that it has equipment for the recovery of ozone-depleting substances and/or fluorinated greenhouse gases and alternative substances (ammonia, carbon dioxide and hydrocarbons)
- invoice for the device; if the invoice cannot be obtained, a copy of the entry of the device in the fixed assets register must be submitted
- electronic employment record or confirmation of work experience for employed persons.
Second option - FREEDOM TO ESTABLISH
If you are established in EU/EEA state, you as a physical or legal person have freedom to provide services on a permanent basis in Croatia, if you register an establishment in Croatia and submit the following documents, i.e. fulfil the following conditions:
- a legal or natural person - craftsman is registered for the performance of activities of servicing of units and equipment,
- has one or more qualified persons (authorised/certified persons) who handle ozone-depleting substances, fluorinated greenhouse gases and alternative substances (ammonia, carbon dioxide and hydrocarbons).
- has equipment for recovering controlled substances and/or fluorinated greenhouse gases.
Submit the following documents:
- copy of the certificate of passed professional examination for persons carrying out the recovery, leak checking, installation, servicing, maintenance or decommissioning of equipment)
- that it has equipment for the recovery of ozone-depleting substances and/or fluorinated greenhouse gases and alternative substances (ammonia, carbon dioxide and hydrocarbons)
- electronic employment record or confirmation of work experience for employed persons.
