First option - FREEDOM OF CROSS-BORDER PROVISION OF SERVICES
 
If you already have a business establishment registered in another EU/EEA country, you are free to provide services on an occasional and temporary basis, without the obligation to register a business establishment in Croatia and wait for a prior check.
 
In this case, an e-statement is sent to the National Information System in Sports or to kvalifikacije-sport@mints.hr, along with a photo or scan of the following data or documentation:
  • proof of citizenship
  • An EU certificate or certificate for practicing the profession for which he/she is submitting the declaration and that at the time of submitting the declaration, he/she is not, even temporarily, banned from practicing the profession for which he/she has submitted the declaration, shall be submitted in an uncertified copy.
  • proof of professional qualification (in a certified translation into Croatian made by an authorized permanent court interpreter, unless the document is issued in Bosnian or Serbian and in the Latin script, it is submitted in an uncertified copy)
  • proof that the applicant has been practicing the profession for which he/she is submitting the declaration for at least one year during the last ten years, in case that profession is not regulated in the Member State of establishment (to be submitted in an uncertified copy).
 
Second option - FREEDOM OF BUSINESS ESTABLISHMENT
 
The request for recognition of foreign professional qualifications for the purpose of exercising the right to establish a business is submitted to the National Information System in Sports, with the submission of the following data, or documentation, photographed or scanned, according to the automatic or general system:
  • proof of citizenship
  • proof of formal qualifications or other proof of completed formal education and/or proof of professional qualification (to be submitted in a certified copy and a certified translation into Croatian made by an authorized permanent court interpreter)
  • proof that at the time of submitting the application, he/she is not prohibited from practicing the profession for which he/she has submitted the application (in a certified copy and a certified translation into Croatian made by an authorized permanent court interpreter).

Deadline for obtaining: 90 days
 
Legal remedies
 
No appeal is allowed against the decision, but an administrative dispute can be initiated by filing a lawsuit with the competent Administrative Court within 30 days from the date of delivery of the decision.
