Aerodrome certification
FREEDOM OF ESTABLISHMENT
If you have a registered place of establishment in another EU/EEA state, both natural and legal persons are entitled to provide services on a permanent basis in the Republic of Croatia, subject to registration of a place of establishment in the Republic of Croatia and the issuance of a certificate in accordance with Commission Regulation (EU) No 139/2014 or with the Ordinance on issuance of aerodrome certificate and approval for the use of aerodrome. The aerodrome certification process consists of five (5) phases. The procedure for issuing an Approval for the use of the aerodrome consists of four (4) phases, starting with the submission of the official application referred to in point 2 below. Each phase must be completed before the next phase begins.
- Pre-application activities for parties interested in obtaining an aerodrome certificate¹
- Submission of the official application and assessment/review of documentation
- On-site oversight of aerodrome operator facilities and equipment, and oversight of aerodrome operator procedures
- Issuance of the aerodrome certificate or Approval for the use of the aerodrome
- Publication of the certified aerodrome in the AIP
1. Pre-application activities for parties interested in obtaining an aerodrome certificate¹
- Submission of a Letter of Intent
- Initial meeting prior to submission of the official application
2. Submission of the official application and assessment / review of documentation
The official application shall be submitted using the prescribed form, depending on the type of aerodrome certification:
- AP-FRM-001 - Application for the issuance of an aerodrome certificate in accordance with Commission Regulation (EU) No 139/2014
- AP-FRM-021 - Application for the issuance of an aerodrome/heliport certificate in accordance with national regulations
- AP-FRM-021 - Application for the issuance of an aerodrome/heliport Approval for the use of the aerodrome
This phase includes a review of the application to determine whether it contains accurate and complete information, documents, and annexes.
3. On-site oversight of aerodrome operator facilities and equipment and oversight of aerodrome operator procedures
This phase includes a comprehensive verification, in accordance with national or European legislation, to determine whether the aerodrome operator complies with prescribed requirements relating to aerodrome infrastructure and equipment, the aerodrome operator’s management system, and all other elements necessary for the uninterrupted operation of the organization in the future.
4. Issuance of the aerodrome certificate / Approval for the use of aerodrome
This phase includes the implementation of corrective actions arising from findings identified during the oversight phase, as well as demonstrations to close those findings, after which the Agency shall issue the aerodrome certificate or an Approval for the use of aerodrome.
5. Publication of the aerodrome in the AIP
Notification of Croatia Control Ltd. for the purpose of publishing the certified aerodrome in the Aeronautical Information Publication (AIP).

Authorization
Approvals in the form of an administrative decision, as well as certificates - Aerodrome Certificate / Approval for the use of aerodrome with annexes - shall be issued prior to the commencement of aerodrome operations.
Time limit for issuance: 6 months
Legal remedies
No appeal is permitted; however, an administrative dispute may be initiated by filing a lawsuit with the Administrative Court within 30 days from the date of service of the decision.
Time limit for receiving a response to the lawsuit: 30 days
