Civil engineers

Civil engineers perform tasks of design/expert supervision of construction/control of projects, tasks of site engineers and/or works managers and tasks of a project manager of the civil engineering profession.

First option - FREEDOM TO PROVIDE CROSS-BORDER SERVICES
 
If you are already established in another EU/EEA state, you as a natural and legal person have freedom to provide services on an occasional and temporary basis without the obligation to register the establishment in Croatia with the Croatian Chamber of Civil Engineers and without waiting for a prior check.
 
It is not necessary to report to the Chamber to perform tasks of a site engineer and/or works manager and project manager of the civil engineering profession.
 
To perform design/expert supervision of construction/project control, an online declaration is sent through the system e-Građani or directly to the competent authority at info@hkig.hr, along with the following photocopied and translated documents:

• a copy of ID card
• proof of establishment in another EU/EEA country (employer's statement)
• proof that there is no ban on provision of the service (certificate of the competent authority from the country of establishment or EU certificate)
• proof of educational/professional qualification
• proof of providing the service for at least one year out of 10 previous years if the profession is not regulated in the country of establishment or if the education and professional training leading to that profession are not regulated
• photo 35x45 mm (if delivered by e-mail; solely in jpg. format)
• data on professional liability insurance in the territory of the Republic of Croatia, or the EU
• proof of fee payment

 
In case of annual renewal of the declaration, the applicant must enclose:

• data on professional liability insurance valid in the territory of the Republic of Croatia, or the EU
• proof of fee payment

 
 
Second option - FREEDOM TO ESTABLISH
 
If you are already established in another EU/EEA country, you as a natural or legal person have freedom to provide services on a permanent basis, provided that you register an establishment and submit the following documentation directly, along with a request at info@hkig.hr or through the e-Građani system.
 

• decision of the Croatian Chamber of Civil Engineers on the recognition of professional qualifications
• one photo (35x45 mm - if delivered by e-mail; solely in jpg. format)
• proof of the registration fee payment

 
Recognition of qualifications
 

1. Request for recognition of qualifications is submitted at info@hkig.hr or through the e-Građani system along with the following photocopied and translated documents, according to the general system:

• a copy of ID card
• diploma/certificate and diploma supplement/certificate supplement
• proof of authorization to perform the regulated profession of civil engineering in the country they come from

or

• employer's certificate on professional work experience in the country of establishment, in a duration of at least one year out of the 10 previous years if the profession is not regulated in the country of establishment, or if the education and professional training leading to that profession are not regulated
• one photo (size 35x45 mm - if delivered by e-mail; solely in jpg. format)
• proof of fee payment

EUR 200.00 for occasional and temporary work - first application
EUR 100.00 for occasional and temporary work - renewal of the application
EUR 400.00 for the recognition of qualifications
EUR 135.00 for establishment - registration fee
EUR 240.00 for establishment - annual membership fee

For entry in the directory of certified civil engineers, a person who has acquired a professional qualification in the Republic of Croatia, instead of the decision on the recognition of professional qualification, shall submit:
• evidence of completed graduate study of civil engineering with at least 300 ECTS credits
• certificate of passed professional exam
• evidence of professional work experience of at least two years

Deadline: 8 days
 
Legal remedies
 
You may submit a complaint within 15 days from the date of delivery of the decision.
 
The complaint shall be submitted to the Croatian Chamber of Civil Engineers, Ulica grada Vukovara 271, 10000 Zagreb or at info@hkig.hr.
 
The Chamber will reject the complaint (if it is untimely), will replace the contested decision with a new one (if the complaint is partially or fully founded), or will submit the complaint to the Ministry of Physical Planning, Construction and State Assets.
 
The Ministry may reject the complaint, annul the decision in part or in full, or amend it.
 
The decision of the Ministry shall be delivered to the party through the Chamber no later than 60 days from the submission of a proper complaint.
