First option - CROSS-BORDER FREEDOM TO PROVIDE SERVICES
If you have already registered an establishment in another EU/EEA state, you have the freedom to provide services on a temporary and occasional basis, without an obligation to register an establishment in Croatia.
In that case, you need to send an e-statement directly to the competent authority to pitanja@mup.hr with a photograph or a scan of the following data or documents (signed but not stamped):
Second option - FREEDOM OF ESTABLISHMENT
In case you have a registered establishment in another EU/EEA state, you are allowed to provide services as a natural person on a permanent basis if you register the establishment and submit the following documents:
Recognition of qualification
Application for the recognition of qualification is submitted to pitanja@mup.hr with the edition of sending documentation as with the registration of establishment.

In that case, you need to send an e-statement directly to the competent authority to pitanja@mup.hr with a photograph or a scan of the following data or documents (signed but not stamped):
- proof of registration of an establishment in another EU/EEA state and proof that there is no prohibition of professional activity at the time the certificate is issued
- proof of professional qualifications
- proof that the person has worked as a private detective for at least one year within the past 10 years (only if the profession, vocational training and professional development are not regulated in the Member State of the establishment).
Second option - FREEDOM OF ESTABLISHMENT
In case you have a registered establishment in another EU/EEA state, you are allowed to provide services as a natural person on a permanent basis if you register the establishment and submit the following documents:
- proof of qualifications (at least a degree of stručni pristupnik (professional title obtained upon finishing the professional study, normally lasting less than three years and awarding less than 180 ECTS credits) or professional bachelor)
- evidence on passed examination of professional competence for private detectives
- evidence on authorisation for performing the activities of a private detective issued by a competent authority in the other EU/EEA state
