FREEDOM TO ESTABLISH
If you already have a registered business establishment in another EU/EEA country, as natural and legal persons you are enabled to provide services on a permanent basis, with the registration of a business establishment in Croatia.
The application for the issuance of a driver's license is submitted in accordance with the guide:

Legal remedies
An appeal against the permit is not allowed, but an administrative dispute can be initiated in front of the competent administrative court within 30 days from the date of delivery of the decision.
If you already have a registered business establishment in another EU/EEA country, as natural and legal persons you are enabled to provide services on a permanent basis, with the registration of a business establishment in Croatia.
The application for the issuance of a driver's license is submitted in accordance with the guide:
- Uniform template/form of license request for train drivers (according to Regulation (EU) 36/2010).
- Evidence of the highest level of education (according to national regulations, the applicant must have a qualification of level 4.2 in accordance with the Croatian Qualifications Framework - HKO)
- Proof of physical and mental fitness from an authorized doctor or authorized health institution that defines the content of the examination (in accordance with Directive 2007/59/EC, Annex II),
- Certificate of general professional qualification, issued by an authorized Train Driver Training Center (in accordance with Annex IV of Directive 2007/59/EC),
- Photocopy of personal document, identity card/passport, etc.,
- Signed Statement on the accuracy and truthfulness of the given data (in accordance with Regulation (EU) 36/2010),
- Signed consent for the processing of personal data.
